CSP-001升 1.8——新增 §5.3 外部豁免登錄檔（tools/sql_exemptions.yaml），並於 §5.2 補註「已套用之遷移檔不得使用檔內豁免」（註解亦屬內容變更 → Flyway checksum 失配、服務起不來）。SQL-01～SQL-09 判定邏輯未放寬。\\n - 匯入方式：
